The only way is to call up each individual civ through diplomacy and see what techs you can trade to them or they have to trade to you.
That only tells you part of the story. If they have, for example, Education and you don't you will see that they can trade Education to you. What you can't find out is whether they also have Music Theory, Astronomy, Navigation, etc.
You can make some guesses about what other techs an AI civ may have from how long they have had a particular tech. If they have had Education for 20 turns it is safe to assume they have some further techs beyond that. Also the leader pictures change when they enter a new era. If the leader picture corresponds to the Industrial Era but the diplomacy screen only says they have Education and Chemistry (because you don't have those techs) you know they also have all the other mandatory Medieval Era techs as well.
There is no way to know exactly what they are researching although it is possible to guess sometimes.
