Cities with zero science? Support Apolyton, buy Galactic Civilizations

What gives with the cities that have absolutely zero science? My empire science is 80%, the cities in question have all the normal inputs (academy, university, publishing house, computer center), I've built shopping malls and nature preserves to increase the gold there, but no science.

Any thoughts?

Have you assigned workers other than scientists in those cities with 0 sci? Are the cities revolting? beyond that nothing springs to mind yet.... can you post the save?
