How do I research thingies "right"?
Do i just say that Pavesia is researshing so-and-so, wait a week or two and say jippii, we have this thing?

It would depend on what the thing was (if you were researching some hugely complicated project, it might take longer, but if you were just trying to develop, say, a vaccine for a new disease, it might be quicker), but, yes, that's basically it.

How do I go about informing the general populace of my results without being too moddy?

As long as it doesn't appear just a bit too convenient (e.g. having a pre-prepared countermeasure to someone else's secret weapon when you'd said nothing about this before), announcing it upon completion or when you're going to use it should be fine. Otherwise, just inform some people you can trust not to give the secret away, so that they can back you up when you say you've been developing something for ages.
