If GCA were to actually build 2 galleys, and take an additional 4 critical units away from the defense of their cities that we're steamrolling and then sail those galleys for ages around the peninsula and somehow avoid being spotted by us and then land them next to one of our cities, so what?
Seriously, so what?
Our cities are tightly knit and are spaced so that units can move between them in a single turn. We'll be in our GA and poping out at least 1 unit every turn. We can rush build if we want to. We have a fantastic road network, we have industry, we have better defenders AND better attackers, we have numbers, we will have early warning and they will have wasted time and units on one of the dumbest, pointless assaults in the history of the game. Effectively taking away 6 30sheild units (2 galleys, + either horses or swords) from the battle against us where they are needed, and throwing them away.
I'm serious. I actually wish they'd do something this dumb. I don't see why our leaders are so paranoid about a couple of units being dropped into our home turf where we can easily kill them.
Our homeland is so tightly spaced that only a very large stack can effectively threaten it. We have every advantage, they have none. Let them come.

As long as we all understand that giving them MM will require us to employ some extra forces to guard against the sea, then I would not hinder the plan.
We would need an extra merc at Equilibrium. We would need 2 ground units, or a ground unit and a galley watching the coast to the SE of Big Bend.
IF we ignored the possibility of GCA launching a spite attack, and IF they landed adjacent to Bananatopia at the wrong time, then we certainly COULD wake up one turn to see a pile of rubble where once a great city stood...
Finding out the turn they land would not help very much. They land, we say, sh*t. The only units in the area would be whatever completed that turn in Apolyton, Mingapulco, and Banatopia, plus whatever completed the previous turn at Nana. Assume 1 or 2 units could make it to Banantopia that turn. We could very easily lose the city.
On the subject of Equilibrium, we most likely want to send an extra unit or two there anyway. For some reason, that area of the map is very barb rich, and some of the spawning grounds are very close to our city. An MI up there could more than pay for itself.
