You mix different things, don't you ? 
First, it's France, and soon Poland, who 'steal' money from other countries to subzidize their farmers. More precisely, an agreement that was reached decades ago, and that France staunchly defends is that agricultural subsidies are the affair of the EU. Basically, it means EU countries pool their funds for subsidies, and they give an appropriate part of the funds to the countries that 'need' them.
Since Germany is the richest country in the EU, it pays the most. And since it has very few peasants, and a much less important agriculture than France (EU's top farming country), it gets much less money. In the end, we Frenchmen 'steal' money to the Germans
Second, there is something completely different happening now: EU countries have agreed a few years ago to keep the same budgetary discipline, so that nobody tanks the Euro (and the growth of the whole Euro-zone) by doing anything they want with their public expenses. Currently, France and Germany are not honoring their part of the contract, meaning they do less sacrifices than other countries, they profit from others' sacrifices. And this is indeed theft.
