Since we have 4 jags, 3 warriors or less would make them weak compared to us, 4 or 5 would make them average and 6 would make the strong. A complication crops up once we have differing numbers of cities, which isn't well understood AFAIK. We know that one warrior is out exploring, so as long as we are strong relative to them they can only have 2 regular warriors at home (all our jags are regular aren't they?)
If all our jags are regs, then all their warriors must be regs - one being promoted to veteran should be enough to make them 'average'. Conversely, they could have 4 warriors, but have two of them injured (one on 1 hp, one on 2 hp), which would also leave them average I think.
At any rate, they will only have 6 hp of warriors around their capital at best. Two jags don't give us good odds of taking down 2 fortified warriors (10.5%), although we have 63.3% against a single fortified warrior (73.3% against a single unfortified warrior). I don't think those odds are good enough to justify a quick strike. Finding an undefended city might just warrant an attack though...,
