Ok, we have 1 food in the foodbox, and are currently at +5/turn. So, in order to grow in 2 turns, all we need is 1 turn at +5, and 1 turn at +4. So next turn, let's switch the citizen that's on the irrigated wine to the irrigated plains on river (to grab another shield).
This way, if we can squeeze an extra shield out of somewhere, we can shave off a turn on the settler (I think). If the new citizen (when Izz grows to size 5) allocates to one of the hills, we might get 1 turn at +7 shields, which would give us just enough (of course, we'd switch that citizen back off the hill).
The way I'm hoping it will shake out:
Turn 31: Size 4, 6 food in the box. 5 shields towards a settler. Switch citizen from irr wine to irr plains (at this point, we should be showing +6 shields/turn).
Turn 32: Size 5, empty food box. 12 shields (or, if the allocation doesn't go the way I want, it will be 11). Allocate citizens for +5 food, +6 shields.
Turn 33: Size 5, 5 food, 18 (or 17) shields.
Turn 34: Size 6, empty food box. We could have between 23 and 25 shields at this point, depending on how the citizen allocation for the last growth and this one play out.
Turn 35: If either time a new citizen allocated to a tile that produces a shield, we have our settler on this turn.
