Tricky one with the settler. Strategically, it'd be nice to put him down 44444 of the capital, at the southern end of the lake, just to send notice to SS of where we'd like our borders to be - expanding in another direction may lead to us losing that spot. Against that is the fact that the city is exposed, being so far away from the capital, and it will take the worker a long time to build a road there and start improving it, so the city will not contribute much for quit a while, leaving us further behind. It depends how much we want to balance future potential against being respectable now. P'raps we should do a poll on this. If we are going for a quick boost now, then the city site on the coast, next to the river and trees south of us would be as good a place as any.
