• First Secretary of (the capital) Republic
  controls formers, crawlers, build queues, workers, and build queues of bases in a specific region.

As for the five year plans, I'd assume it just means coming up with plans for energy allocation (ie 10% to econ, 20% to pysch, etc.)

If my constitutional proposal would be accepted, it would be like this:

First Secretaries of Union Republics It is not allowed to run for two positions in the same group. Nor is it allowed to combine the position of General Secretary with a position in group three or four. All other combinations are allowed.

So the General Secretary cannot have any executive position, except for the Politburo duties of possibly being Judge, and vetoing a decision (but that requires a majority of the entire (present) Politburo).
All-union Secretaries can also be First Secretaries of Union Republics.

In my constitutional proposal you would have to be a Politburo member to be able to volunteer for Judge when a court case arises. I could of course make them elected officials like the Secretaries if people want that. But in the previous ACDG judges were elected, and when a court case arises, a few of the elected judges had already become inactive. Therefore I thought it was better to let judges come from the Politburo, which should consist of the most active members (besides other criteria).

Looking at the current list of candidates, I'm rather disappointed that there are few actual races going on. I'd jump for another position, but I don't currently have a functioning copy of SMAC.

Still, after someone announces an intention to run for the Science spot, I'll open the polls 24 hours after that announcement. We want to have a full cabinet before things get underway.

Now we're beginning to understand.

Files on commodity XX which contain the salient output features from the 5 year plan draft version, 36-24-36, on their way to Comrade Tassadar.

A sizable sample of the sweetly derivative from our collective farming processing plant is being directed to a special 'quality assurance' inspectorate, well what else, for quality assurance testing according to Directive D-014-uts.

Meanwhile new material has been added to files on some comrades.

Oh and our camera's caught that little incident in the gallery, Drogue. you know the one with the Boar, say no more.
