Yes. There are several possiblities. I'll illustrate them with an example.
The line between Average and Weak is 80%, which is bascially the same as the line between Average and Strong: 125%.
Say, we have a strength of 100, GWT of 100 and CGN of 75.
This will result in:
POL-GWT: Average (100%)
POL-CGN: Strong/Weak (75%)
GWT-CGN: Strong/Weak (75%)
However, if the numbers are: we have 100, GWT has 85, CGN has 75, it'll be:
POL-GWT: Average (85%)
POL-CGN: Strong/Weak (75%)
GWT-CGN: Average (88.2%)
So, from our observations alone, we cannot tell the status between CGN and GWT.
OTOH, CGN (if they ever look at the F3 screen and its implications, that is) doesn't know anything else than the fact that GWT is within 125% of their army strength (if they're Average to them), so we can very probably provide them with more information.
Also, CGN knows more about the composition of GWT's Army (% of Spears, Horses, MIs, etc.).
The point is: If we work together with CGN, we can get a better estimate for GWT's Army strength and composition.
Let's propose to them to send us their own Army composition and an estimate of GWT's Army composition, and we can send back an estimate for the size of GWT's army.
The same trick can be repeated for CFC (as an ally) and GCA (as the target).
