hmmmmmmn, I played the save a few mins ago, before checking here, and got different results.
The city being 1 north is more productive than it would have been on the hill. It has immediate access to a BGL tile aswell as the 2 plains tiles, in total it has 5 tiles that can give 2 food and a sheild in the initail 9.
The extra cost involved in roading to the city is an issue as is the fact that there is no longer access to FP's in the first 9. However the site in on the river, building in-between 2 rivers didn't seem like that good an idea.
It is currently giving 2 shp whereas the city 1 south would only be giving 1 shp. That is the bottom line.
Don't get me wrong I did think this through, yes it will be 6 turns longer to road which I suppose could have been used to irrigate the plains tile so that it could be producing 2 spt aswell but the only way to make that site productive would be to work 2 irrigated FP's and mine the 2 plains, whereas 1 north it can get the same sheilds with less work and less pop.
Maybe I'm wrong, it could get hurt badly from rank corruption if alot of cities are built closer, but in terms of distance corruption the extra shp definately cancels out and effect that being 1 tile closer would have had.
In terms of worker jobs it will take less to get the city to 5 spt and alot less to get it past that point.
Whats more the site is a damn fine one, on a river, with 2 BGL, access to FP's, forest and hills. At size 12 it can be producing 21 spt.
