I think a 1936 scenario would be more effective if it concentrated on a European Map rather than a world map.

This is my point exactly - I think you should make a detailed scenario based on Europe if it is going to be in 1936.
You have so much going on in Europe at the time - the re-occupation of the Rheinland, the Aunschluss, Sutedanland, Spanish Civil War, Soviet/Finnish War, Italian Invasion of Albania, and so on.
Remember, a lot of what happens does so before 1939, so already you would have plenty to work with before war broke out (or doesn't break out? Make the Scenario open ended, so players can take alternative routes if they so choose.).
I like the idea of one being able to build up their country from nothing - this is especially the case of Germany, who would need to develop military technology and build up the armed forces and industry.

It is important, but Europe had more of an impact on the World - our very political and social view points and ideas today were shaped by WW2 and what started it.

Plus, you could put more detail if you made it Europe specific.
