Basically we can trade all the comm links we have, and all our techs we have to the university in exchange fo ecological engineering.
With drone comm link - I'm pretty sure it doesn't matter.
With cycon comm link - the cycon will get ratty at us if we hold the comm link back. The Pirates held the comm frequency back, and that's probably what started the problems between the cycon and pirates.
Our two techs are.
Applied physics - Pirates and CyCon and Drones have this tech. So they can get it easily. This will serve to increase their tech costs.
Loyalty - We've build the Command Nexus. The university gains little in the short term from having it. If they decide to make use of it by going after intellectual intergrity. Then they're moving away from MMI, which is exactly what we want.

Personally I think this tech trade sounds impressive, but is lopsided towards the Hive. Mainly because the university won't be finding an good ally with either the cycon or the drones.

Another point is ecological engineering allows us to build boreholes and condensors earlier. This is a serious advantage with all the terraformers we have running around.
If the university trades that tech to us we can jump to environmental economics which means that we might even get that tech before the university does.
