It would degenerate into only the super active members making decisions. Not everyone can be on MSN all the time.

The other thing is allowing email communication means little as you don't know where to send the emails too. The turnplayer will likely change constantly.
If you start allowing for emails then people have to start delaying turns to find the diplomatic messges. Also it will discourges the members that aren't receiving the emails from playing the turn.
