Absolutely. And that's why I think the war on terror is mostly a failure. But one should not ignore the little achievement this war has brought. Ignoring the little successes would be as blind as ignoring the huge drawbacks (I think I listed everything in a previous post)

While it wouldn't suprise me that terrorists are behind the California fires. I doubt it. It is probably punk kids with nothing better to do.

But it seems to me if the terrorists wanted to they could burn down the entire western U.S. I don't know why they don't do it.
