Most things have allready been discussed here, the people voted overwhelmingly to brinbe Hannover and externimate the Russians
A slight majority was in favour of making peace with Americans after taking Bombay and Los Angeles but I would like to repoll on this on the following plan:
Phase 1:
Finish the railroad up to a new fort on the mountain.
Finish the railroad north and build a city on the wine east of Denver.
Send units north of Denver towards the blue marked line, sweeping the area for any enemy dips.
Have cavalry and alpines sweep the area east of Rammstein.
During this phase use our attacking units to take Bombay and find Los Angeles.
Phase 2, the attack:
Build railroads up to Hannover, New Orleans and Denver.
Bribe Hannover, destroy the city walls in New Orleans and Denver and kill everyone who resists. 
Move double stacked alpines up to the blue line.
Now by this time we should have found Los Angeles so why not take out an entire civ and meanwhile encircle the Germans?
We then take a couple of turns to scout the German Imperium while we focus our attacks on the Greek front taking out Mytilene and Issus. If the City Planner can provide enough engineers we can also do this simultaniously with the American/German operation. 
Greek attack plan:
1, Build a railroad up to Mythilene, take down city walls and destroy its defenders.
2, Build the RR and forts as shown in orange and send alpines on the green lines to explore and defend.(Make sure they are double stacked so they dont get bribed)
3, Build the blue RR and take Issus, split the 4 alpines and move on the yellow lines. This should give us a good line of defence against the Greeks.
We send in a diplomat at the road NE of Genoa but as this is a suicide mission I'll leave this up to the presidents discretion.

Russians:
It will take 4 turns to get the cannon and escort to the mountain, as we only have 1 vet and 2 normal cavalry and one normal cannon to attack with I would like to ask the City Planner to rush 2 cavalry in our southern city's.
Then its the usual sabotaging of the city walls and killing anyone foolish enough to oppose us 
Units:
With cavalry and cannons combined we have 66 attacking units. With the use of railroads this should be enough to kill anything we want
The High Command would like to request about 30 alpine troops and the same number of dips to be build, most city's will have city walls by now and without taking them down our troops will suffer heavy casualties. 
For the American/German attack we'll need about 45 engineers building roads and RR on the same turn.
Good thing the new CP saidhere he is planning on building more engineers

At long last the City Planner report has been sent to the President. 
I apologize to all for the delay, and will explain (make excuses ) the two causes:
1) This job is much bigger then I thought, I spent several hours over the last three nights (and lunchhours compiling the report, and perhaps put too much into it, but I am happy with what I am sending).
2) I misread Ben Kenobi's earlier post, adn thought I had until late Thursday (tonight) to send it in. It wasn't until this morning that I found out that I was late already, and holding up the game. 
If you require my resignation, I will do so (partially cause Ljvetko thinks this is the cushy job, and I thought foreign was and partially because I am usually the impatient one, not wanting to wait on reports, or slow ministers).

When I played at CFC, it became really obvious that in the later stages of the game, when the empire had loads of cities, that the City Planner job was just too difficult and time consuming. In order to make it easier, the empire was split up into provinces and each had a separate planner, all of whom would report to the Interior Minister, who drew up the plan from their information. This saved a lot of time and effort when there were lots of cities and I'd like to propose the Apolyton empire uses this system in future. Depending upon the way the provinces are designated, then it is possible for someone to hold a major cabinet position and take responsibility for up to twenty cities' defenses and build orders. This will mean that there is overlap, espcially with the Ministry of War (er, Defence), but these things can sort themselves out by PM.
