I think one rule should be, like in Civ, that you can't capture the person's captal (or: last city) with propaganda. Otherwise, this turns from a Nuclear War game into a propaganda game. Also, I'd propose this: Democracies still get two cities with propaganda, but now you need a spy to perform propaganda, and he always dies in the process. This makes sense in RL, sort of, returns game more to Nuking than constant prop fun, and also removes the mind-boggling advantage of Democracy, while it still retain a certain edge.
