I'd consider it when we have a military edge or a better offer but the main consideration, to me, is when we decide that conquering (or destroying) them is more helpful to us than keeping them alive.
If they become a threat, I would consider it.
If they become a burden, I would consider it.
Mainly, I try to balance their usefulness with their detriment. I don't believe that we need to take them out to win the game at this point, but as the landscape of the game changes, my opinion will change with it.

I've pondered this question for most of my relatively young life and come up with a lot of very good answers that still did not fully satisfy me. I've thought that, perhaps, it had something to do with faith or with family or with changing the world around you. But all of those reasons seem too cliche to me, and none of them satisfy. So I've come up with a true and genuine "meaning of life" for me:
To find and eat the best ravioli.
And, joy oh joy, my heart lept last weekend when my meaning was found at the Olive Garden in Clovis California. Their new Three Meat Ravioli (a featured entree) is perfection on a plate! I was in pure bliss as I had finally acheived the meaning of life! I cannot begin to describe how understanding and experiencing the meaning of life can fullfill one's life. It is understanding such things that makes me an excellent canidate for Consul.

If they become a "threat", too me, it's too late by then and it will cost us more resources to deal with it. So, at what point woudl you consider them a threat and would go to war with them early enough as to not cost us too many resources. Taking them out before they become a threat and after they have provided us usefulness is the best answer. But, when exactly is that? What balancing equation is there to determine when another Civ is becoming a threat and that their contributions to our greatness has been overshadowed by their increase in power as well? To me, if a Civ can help us (besides 40 turn techs), then they are threat to us of some sort.
They same can be said about them becoming a "burden."
What are the signs for each that you will expect to see or perhaps look for?

Cooperation in the little things is often a good sign of what is to come. Do they mind sharing maps, doing investigation, sharing luxes 1 for 1, keeping each other informed, exchanging messages, those sorts of things.
Will they show us through actions or words that they have different goals once GCA is done?
Will they station mil units near our border "just because"?
Are they building new cities and workers, or building mil units?
If their mil advisor rating change (that's trouble!)
Are they buddying up with CGN/GWT or keeping secrets from us about little things like chats or meetings they're having?
Do they suddenly change their demeanor to a more cautious one or one that is strangely distrusting?
Do their building patterns or military buildup seem illogical for what they tell us they are doing.
Any contradictions or oddness in their behavior or our relationship that isn't caused by our actions.
That's just a few things I came up with right now. Bottom line is, *we* are going to have to always analyze the intel and behavior of CFC to watch for problems and deal with them before they happen. I still strongly believe that the best way to keep CFC from going Goonie on us is to lock them up with an alliance early, but I need to stress that if CFC gets weird, I won't have any problem with us doing what's best for Apolyton, which would be wiping them out.

Here's a tough one:
Do we really need another Consul from the same (or similar) mold as Arnelos? Too many skillful politicians sometimes only guarantees that nothing changes, nothing gets done, and decisions take forever.
