I was against Kosovo too.
But I think Milosevic and Saddam are two completely different kinds of murderers, who have done great evil in two very different ways.
Milosevic had greatly contributed to the implosion of Yugoslavia, as he developed his nationalistic/fascist ideas for political gain. He has direct responsibility in the ignominious massacres that plagued Yugoslavia for years. However, he was clearly not alone, and many people played (murdered) for themselves in the climate he has contributed to create. Toward the Serbs, Milosevic was nothing more than an authoritarian leader, and there were no massacres or massive torture of Serbs AFAIK. OTOH, he was ruthless with the Bosnians, and he has done terrible things to the Kosovars.
All in all, I think Milosevic was less terrible than Saddam, but he commited the greater crime of inoculating the poison that destroyed Yugoslavia and shattered so many lives.
Saddam was a much more straightforward despot. Anybody he didn't like was executed. Any revolt ended up in a mass murder. I think he is much more cruel than Milosevic, but it is possible he bears responsibility for less horror. I'm not sure.
