Seriously, by Mongoose's own ruling, GCA should have given us peace after the first 10-turn lul in hostilities.

I will play devil's advocate on this one. Before I do, I want it known that I believe that GCA did not play by the rules during the war (in fact - I believe they were screwing with the game software. Can you imagine how many reloads of a save you would have to do to generate their results??) and that after their magical escape (Firaxis and Breakaway - please deal with this teleporting of units. It is a farce. Units from a gifted or abandoned city should end up on a tile adjacent to that city) the continued war was not in the spirit of the rules. BUT, landing a spear, sort of as a guerilla incursion, well, yes, he's using the rules, and trying to screw us, but you know, war is war. And continued active hostility as they are demonstrating would seem to be within the intent of the spirit of the game.
Now, I appreciate that this is not what we want, but in some respects, I sort of said 'clever girl'. (What the big game hunter in the first Jurassic Park movie says before the velociraptor gets him.) I think we should deal with this as a guerilla incursion, build the galleys we need to deal with threat, and then argue for peace.
Let's face it - they are going to be a thorn in our side for the rest of the game. We had better get our heads wrapped around that idea.
AND, yes, we will have continual debates about what constitutes war, and what is simply him being a PITA and abusing the game rules.
