Yes... no reason why not.
That system you mentioned could certainly be done, but in some cases, its better to not do the stupid thing that you have to react to, in the first place.
The AI is a subject unto its own. The fact that the AI can't handle certain things isn't a limit on what can be done, its on how things have been done.
To me, hard-coded behaviors like that aren't the solution, because they aren't even close to the ways that humans work... choices of behaviors compete based on current and historic information, and they do so in a globally consistant manner.
This isn't impossible to model; text files can certainly contain priority lists, and conditions that effect those (and other... to make the system globally consistant) can be made, based on game state, and statistical history.
I really have three major conceptual issues... making realistic goals and some of the intricacies of unit mission planning and how grand strategy (victory type and approach) be incorporated into the AI.

I forgotten how to open it...........too long ago I played with the graphics..I am no good at........
EDIT
Stupid me, we have it right on Apolyton..................(please no comments )
MrBaggins,
how were you thinking to overcome the bad AI-behaviour?
My idea was a using txt-files, where modders could set certain thresholds. Like when to build what.........

You are planning to put it onto/over the city?

Basically so, Gilgamensch...
Probability lists, with conditional alterations to those lists... and that would be implemented for all behavior.
My thoughts are in the AI Improvement Discussion thread.

The fire is unused currently? It was used in CityExpansion then?

I'd prefer a burning city, to a splash screen...
but I'd like a Newspaper a la Civ2 for the
"We love the King day", however.
as well as fireworks...
I hope not to much to ask.
What do you guys think?
