I probably would have done better to use real world numbers, but the measurements in this NES are just a sliding scale...
0 is "everyone's happy and peaceful" (Canada)
20 is "there's a few people who are pissed off"
40 is "many people dislike the government"
60 is "active demonstrations and lots of distrust, dislike of the government and/or society"
Anything above 70 is generally asking for a f*cking revolution. Of course, for roleplay purposes you can have those rogue Cuban terrorists attacking at any time, but a revolution in the sense that it has popular support has to be above 70 (most cases. It's not an exact thing.)
Likewise, "economy" isn't a specific number either. 45 as my econ. number doesn't mean I have 55% unemployment or that my GDP is 45% of its 2003 level or anything at all. It's just a general "idea" of the wealth of France, specifically the wealth of the majority class. 45 isn't low enough that there are masses starving out in the streets, but it is a pretty damn bad number, and makes people only able to afford the basics. Discontent would be related to economy in that if the economy continues improving, discontent evaporates because you have a larger employed class that can afford more.
Again, it's not an exact science. That's why I made it a low-moderation NES: it's got the roleplay elements and interaction of a story, but without all the extras that can slow the game down.

Mexico has succeeded in suppressing the Cuban infection of the Gulf. Mexico has eexited the Dominican Republic, and has given Haiti ove to the D.R. Cuba and its surrounding islands are now legally considered a part of Mexico, and will still operate by a voting system of the Cuabn people, with the same laws as before, but under a Mexican Flag, and the watchful eye of De La Rocha. It is hard to tell how the people of Cuba feel, because it is so soon after the bloody revolution, only time will tell.

Mexico is promoting peace, and has lowered its standards for U.S. immigration, prompting more draft dodgers to join the Mystical, Magical, Majestic, Magnificent, Myopic Empire of De la Rocha.
Also, Vitality Adjournament Camp standards have been raised to an amazing level. The Quality of Life inside of the Camps is actually better than the standard of liveing for a basic(poor/average) citizen! Mexico's Vitality Adjournment Camps have become quite popular in the Central America area. Mexico has not only pleased the Cuban people, even the revolutionaries, but is actually having problems with too many people immigrating from the surrounding countries. The people in many of the neighboring countries are either immigrating by the clan, or demanding similar services from their governments. Mexico has had to begin to turn away many of the new draft dodgers and immgrants, and offer them the other option of military service. To lull more people into military service, Mexico has increased the work hours, and lowered benefits,and removed the foos ball tables from the lounge area of the vitality adjournment camps.
Mexico has massively improved its relations with the Dominican Republic.
Due to numerous uprisings in other Central American countries, Mexico is sending "advisors" to these countries to hopefully create some stability through communistic ideals.
(Secret) Mexico has bought off the political leaders of the D.R. and has diluted the D.R. political system with puppet politicians who act in favor of Mexico. Thsoe who do not comply have a tendency to die faster than those who do. Mexico is secretly smuggling massive amounts of cocaine, opium, and heroine into every country from Belize, to Panama. Mexico is also funding revolutionaries in these countries.

GENREAL ANNOUNCEMENT.
A case can be made that Mexico is "anti-peace". That, much like China's argument is a load or horsecrap so damn high, that it blocks out the sun for four hours a day! Mexico is pro-peace, and is only using imperialist tactics, b/c we have found a working strategy. We are having problems with over immigration. To quell those problems, then why not absorb that country, so that there is no longer an immigration problem.

Mexico has taken as far down as Nicaragua! It IS a glorious day with state ordered partying, cheering, and happiness in the streets. As for Panama, we found them to be quite negotiable(international pressure) and so we decided to let them enjoy their own little nation, as long as Mexico is allowed free passage through Panama whenever we wish. It is doubtful that Mexico will ever use this though, because...well Panama if really f*cking small!
Mexico has funded an Argentinian revolution to take over Chile, becasue we couldn't find any reason not to.
Mexico has entered into a strong alliance/non agression treaty with Ecuador, Colombia, and Venezuela.
Mexico has been keeping a close eye on the Vatican City, who is suspected of plotting against the peaceful nation of Mexcio.
Mexican dictator De La Rocha, much to the dismay of the many people of the Mexican Empire is deciding to take his leave from office for an undisclosed amount of time. Replacing him will be Democratic Candidate Juan Kerry! Things aren't expected to change at all.
