Why? Alberta considered the use of the spigot on the tap to be one of the cards that could be used if push came to shove in disputes with Ottawa.

Let's wait a bit more and see how your government reacts to being told that the tariffs have to go or be radically reduced by both the WTO and NAFTA. If you still stay in breach of the treaty, why should we continue to sell certain of our commodities to an unfaithful trade partner?

OB:

So for Quebec to stay in Confederation, they need to have veto power wrt foreign policy, as well as autonomy with immigration?

Then they need to compromise. They are not going to get these points, and should be happy with increased provincial control over certain aspects of governance, and a set ratio of justices, regardless of population shifts.
