Because those were the two bills the article relied on to say the draft was comming. Boris' post showed the basis for these claims are without merit.

That goes to "impeachable offences." Simply calling for a draft isn't an impeachable offence, so doing so in say February of next year won't immediately put Bush's butt in a political electric chair (though, I'd settle for a tazer or a cattle prod ).
