...so I guess that's normal prison treatment in Virginia?

Good. I will be happy if these bastards get charged.
About 100,000 volts across the gonads should do it - or across the nipples in the case of Brigadier General Janice Krapinsky (or whatever the 8itch is called).
EDIT:
Maybe this isn't such a hot idea. I am reliably informed that people actually pay money for this sort of thing.
