strangest thing - i always make sure in f1 screen that my cities are in good health, before ending turn. still somehow my citizens at one of my cities decided to go to disorder. weird

I believe Krill counted everyone's turns (so 8 turns a day make a 2-a-day for each player), so the game is barely making the target.
