Yes. The 15 year old is physically mature (well reasonably) while the 8 year olds are clearly not.
Besides if you're doing it when you're 15, it's quite likely you're going to do it when you're older too. It's the same thing as being gay. Kids who find themselves gay will stay (usually ) gay when they're adults.

You don't understand pedophilia from a psychological standpoint, only (perhaps) from a legal one. Most people who molest children are not strictly speaking pedophiles in the psychological sense. Pedophilia (the psychological disorder) requires an attraction to children that overwhelms all other forms of sexual desire. In other words pedophiles are fixated exclusively on pre-pubescent children. Recidivism is over 80% for true pedophiles.

Pedophilia is thus different than the most common form of sexual abuse of children, which is older children (most common age is 14 years old for perpetrators) acting out sexually on younger children. It also differs from the all too common tales of sexual predators from priests to creepy soccer coaches who victimize children because they have access to them and a need to victimize. The psychological outlook for these people is much better than that for strictly defined pedophiles. With the proper mix if legal consequences and therapy the recidivism rate of these people is about one in five.

And I wholly disagree with your disagreement Az. A significant share of child molesters aren't necessarily attracted to children, but do it for the feeling of power. Much like these straight prisoners who rape other inmates to show who's the boss.
