CP, one of the largest oil companies, [not based on BP at all  ] has published a report that oil reserves in the Apolyton Sudic area will "most likely run out in about 20 years, unless significant deposits are found or consumption is vastly reduced".
Trent Crude Oil (from deposits in the Ceroo Sea) is now valued at Ce45.05 per barrel, an all-time high.
The Cerooan government has noticed that many Cerooan companies are relying on (cheaper) imported oil, and that the Cerooan oil companies are missing out on business as a result.
The government has decided against putting a tariff on foreign oil imports, as this will cause price fluctuations in all sectors and may make Cerooan exports less profitable.
After studies in Sanubia, it was determined that the sandy expanse was oil-rich and that many parts of Apolyton Ori would also contain large deposits.
CP has established facilities in the area, which have now began exporting oil along Cerooan shipping lanes in Apolyton Sudic, supplying to Ceroo and Savalandia.
As there is now a large civilian presence building up around the port and refineries, Ceroo officially annexes 'Ceroo de Ori' (territory 189 on the map).

Ceroo would like to assure all nations in the Apolyton Ori area that this expansion is purely for economic reasons and not military purposes.

The companies will just buy off someone else, or begin importing Ceroo de Ori's oil when production reaches full-capacity.
