Nomad and settle people arenot alway enemer on sight, China trade with the Nomard near then as they needed furs from then. Raiding doesnot count as raiding alway occour even between Nomards they raid each other. The Akkadian Empire conquest and destory other civ and culture also an they arenot inorent of doing the same thing. Isaac Asimov in one of his book on history state that the Histoyian that wonder where these Nomad that conquest people who live in town all suddern came from out of nowhere. The Nomad where there tradeing with those people and when those societry became weak and decrance they where conquested either by other town people or Nomad.
