Also, I'm not accepting responsibility for the gas attacks, although Al Mastif admits that they may have accidentally some sold their out of date military surplus equipment, which may or may not have included certain chemical weapons that have been rendered somewhat obsolete.

Er, no. All of the planning I've been doing so far has been aimed at avoiding 'meatgrinder' actions such as you described, and forcing the FCL forces out of the cities, either into open terrain (where mass artillery fire can pulverise them), or simply back beyond their own borders. A pitched battle for, say, Tel Zach, would result in enormous casualties and, in all likelihood, completely demolish the city.

Given that Franky is experiencing severe computer problems at the moment, I'd say no. Put the RP on hold until he gets it fixed, then look into having FCL resurrected by the mods.
