The easiest way is probably to revert back to the "no stockpiling shields" rule of last game. It seemed to work better that way. Then again, I didn't expect people *pointed look at Spikie* to stockpile an insanely high amount of shields.

Just need Spaced's orders and the next turn will be underway.

How about only allowing a limited stockpile?

You can stockpile up to 2 bunkers in nuke war.

Well any limit should also apply to spies, since otherwise the stockpiling will continue but shift towards spies.
