Communism and Partisans . . .? Tired of ads?

What are the conditions under which partisans appear to a civ using a communist government?

I suspected something like that, and thanx, Slow Thinker.

I'd tested the thing for several weeks intensively, and never encountered "partisans." Then suddenly they appeared when a Byzantine city fell. The trigger, apparently, was giving them gunpowder tech via an event, with the purpose of destroying all the barracks in the empire. But, of course, this additional tech changed things so that partisans emerged.

Get rid of an event and back to normal.
