I'd like to be able to fire on units that stray across the border without it being an act of war (as if straying in of itself isn't).

This is kind of what I want, only with a somewhat screwy scale. Civilizations don't grow under one all-encompassing government in the RW, but they do in civ. Therefore, when I subdivide, say, my Scandinavian Empire into Norway, Denmark, Sweden, Finland, Bikini Team Zone and Solomheimland, they aren't independent nations, but administrative regions, more like provinces or counties. Each one has a capital/seat that helps reduce corruption, and it allows a little bit of history to be written into a snapshot of your empire.
During a war, conquered cities could be considered territories, perhaps with high corruption consequences or other pitfalls, and once the population was pacified, and maybe sufficiently assimilated, you'd be free to either leave it as a territory or integrate it fully as part or parts of existing regions, or carved into new regions. One possible wartime difference could be the loss of a territory city not causing WW. Maybe roads and railroads in territories could be partially or wholly accesible to your enemy (I doubt I like that one).
I'm just throwing things out, but there are definitely some interesting directions this could go. I think corruption's an interesting concept, with far more fun potential than the current model allows for.
