Bingo.
This map is considered "fair" to me. Considering PAL is helping us mop up CDG, and gifting us the cities, I see no problem in moving the line a few tiles down. All we have to do is bring this proposal to them FIRST, as our INITIAL OFFER, and hopefully psychology will take over.

I am hoping to play of a common heuristic of the human mind, the "weighting and anchoring heuristic". Basically, the human mind always thinks in relative terms, light is never really "bright", it's just "brighter" than "normal light", etc. In negotiations, the initial offer is the most important, since it can be considered the "anchor". The price will fluctuate from the anchor as negotiations continue, but the mere act of setting the anchor higher than you really want it to be will usually be enough to make the other person "talk down" the price to a level that you actually wanted from the beginning.
