No objections here. We could also ban people from training and using a spy on the same turn - spies are unique that way. You can't build a shield generator and use it on the same turn.

ya, at the conclusion of round 20, I was in possession of 2 immortal spies.

turn 21: send spy, build shield
turn 22: send spy, build shield
turn 23: raise shield
turn 24: raise shield
turn 25: WAR!

well, you'll be able to build up your own spy corps now. Give yourself 2 spies.
