Oh come on. The French and German's were talking about a European seat, because their governments agree that much. When it comes to the Middle East peace process, the criticising of Israel, opinions towards Europe, etc. The UK and the US disagree strongly. Just because they both went to Iraq doesn't mean they have the same foreign policy now. Unlike the French and German's who want to integrate until they *do* have the same foreign policy.
IMHO, there should be one seat for the core European Union nations (either France or Germany), the US, Japan, the UK, Russia and China - all influenctial countries that donate donate a lot to the UN. Japan needs a seat, but we don't want to add too many, since with the veto, nothing would then pass.
Or you could make 8 perminant members (adding Germany , Japan and Canada) but only have vetos for The US, the EU and China. That way all the major contributors get a vote at every resolution, but there are only 3 vetos.

Actually, pernamen SC sits are controversial institution for me. Not to mention what states received it:
China, communistic, human rights breaking, Tibet occupying....
USA, human rights breaking, attacking everything around and making Disney movies... and it uses its SC council to protect anything Israel does.
Russia, imperialistic, international and human rights breaking putinocratic state...
France, egocentric religious rights breaking tiny state that has a presidents which openly insults other countries and doesn't even apologise and thinks of itself as natural leader of Europe...
tiny Britain is actually the best country in this area, but still it is tiny and probably doesn't deserve the seat too.
Other candidtaes:
Germans - never. Any strenghtening of them would be dangerous
Japan - actually the most decent state in the world, but perhaps I don't know much about it. Why not, but it's not that big too.
India - huge, but it breaks religious laws and is unsuitable due to its conflict with Pakistan
Oh, and...
Censeo UN should be only for democratic countries
