The airforce can wait if they have enough sea bombardment units for the initial attack.
The marines they will have to wait for if they don't want to expose their stack on the first turn. The problem is, they've demonstrated they can produce the Tanks quite nicely; I'm sure they can churn out Marines once they get them.

I'm doubtful we can match their navy quickly enough. We'd still need 15 BBs, backed by some ironclades, to take on 15 destroyers. In collateral damage-less Civ3, there is strength in numbers.

I'm not sure how much good fighters will do us, but the Bombers could come in handy.
