Block them? No.. if Canada decided not to offer Quebec independance after 60% of Quebec voted to leave, international law would back Canada. Self-determination in this, the fourth stage of self-determination, means being able to have a voice in the government, not split yourself off because you are a petulant childish minority who can't play well with others. You only have a RIGHT to leave if the majority is oppressing you.
So, Kurdistan under Saddam's Iraq would have a right to seccession (if they did so). However, under the current Iraqi structure, they don't.

Actually it hasn't. It says that if Quebec's referendum passed, Canada has to consider it. HOWEVER, the rest of Canada must hold a referendum whether Quebec should be allowed to leave, and if that fails, then Quebec cannot seceed. After all, it isn't just affecting itself by leaving.

Eh... he can blow hot air all he likes. He knows he'll never get an independant country of the most annoying French people on Earth (they put the Parisians to shame).

I seem to recall the the Bahamas actually wanted to join Canada when they ended their British ties, and we turned them down. I'll see if I can't drag something up.

Um... you don't think that when a country gets a new Constitution it should get all administrative parts under it to agree? 
Or did you mean when a province enacts a new Constitution? In that case, no, they don't. Because the effect on other provinces in a country is minimal, at best. While secession would change the entire country in many different ways and have substantial effects on commerce, politics, etc, etc, of the entire state, tearing it asunder and breaking the 'contract'.
If you can't see the difference, you are more blind than I thought possible.

Places that should gain independence: Nunavut, Greenland, Faroe, Gotland, Quebec, maybe Bornholm and Tasmania. Nunavut and Greenland can unite. It would be cool if they joined the US and Inuktitut or whatever became a required course all over the country starting with elementary school. Labrador should be a province or territory independent from Newfoundland. Michigan should be two states. New England should be one state. New England's official language should be Klingon, Quenya, or Volapuk.
