So, let's explain what it'll be about...
It all began a long time ago with an AD&D campaign that lasted for over 12 years, from 1985 to 1997 approximately. And even if my long time friends are no CIV II addicts (but yes, they are still friends nonetheless ), I wanted to use the context I adaptated/created as a DM in a Civ game!
So, for the uneducated (everybody but Ali??), here is what it is all about...
The Pomarj is a peninsula in the medieval/fantastic world of Greyhawk. The Pomarj province got invaded by humanoids (orcs, ogres, trolls, ...) about 30 years ago. Most of the humans and semi-humans (dwarves, elves, hobbits,...) got killed or enslaved, the other fleed.
The son of one of the ruling lords that got killed during the invasion has gathered a few long time friends and fellow adventurers (devious wizards, mighty warriors and so on) and together they have been regrouping what is left of the refugees' families, mercenaries and people looking for a new "land of opportunity", as well as some support from the neighbouring kingdoms.
Now is the time to launch the "reconquista"...

Pomarj will be a SP game where the only playable side will be the one trying to reconquer the province!
Most of the units will be created by events or tech discovery, only a few unefficient ones will be buildable.
The tech tree will be used mostly to create units through events (à la Spanish Civil War, even if I wouldn't dare compare my work to Pablostuka's ).
And for that, I'll need all the graphics that can be found on Orcs, Ogres, Trolls, Giants, Kobolds, Dragons, and everything that could be related to the AD&D fantastic creatures. As many things exist on that subject, please help me find them!

I have been working on the unit list, and I now have reduced it to 67 different ones, which I'll need to shorten a little bit more (or make it for TOT, which I'm not ready to do yet... 
Here is what I have now:
1) Good Guys, 34 units
- 4 unique adventurers: 1 Mage, 1 Elven Knight, 1 Ranger and 1 Warrior
- 2 kind of Dragons (White and Copper)
- Chivalry Order, including Knights, Cavalry, Men-at-Arms and Longbowmen
- Elves: Knights and Archers
- Long Lost Army including Infantry, Bowmen and Dwarves
- 2 different ships
- Expeditionary corps including Engineers, Crossbowmen and Halberds
- 4 different spells or artefacts
- 3 kind of foreign mercenaries to recruit (Legion, Halberd, Horsemen)
- Milice, Mercenaries and Merchants to build
- Adventurers, Rangers and Mages
- and Refugees to settle the land!!

@Smiley: yes, many units! 
Some will be from the start, other will appear later only!
Most units won't be buildable: you'll get them by events!
And the tech tree will be used to trigger these events (and allow for some improvements building, but not much!).

Glad to see a fellow AD&Der (even if retired, as I am )!
We kept playing on and off for all those years, and what started as disconnected scenarios grew into a kind of campaign, with recurrent NPCs and settings! 
And yes, the characters kept dying too, but there was always at least 1 or 2 players who survived, by luck, talent or simply by not being there on the fatidic day! So the new characters were attached to the exsiting (surviving) group!
So you see, we weren't any better than you 
The only thing we managed to avoid was the silly resurrection problem you mentioned: it happened for a short while (with players rich enough to hire high level clerics easily), but I soon stopped that by making insane request from NPCs casting high level spells!

Yes, having Iuz and his undead would be great! But I'm afraid I'll be severely limited by the number of unit slots available, so I don't know how I can do that... 
Of course, there is the possibility of using TOT, but I'll keep that for version 2.0 (n'est-ce pas Gareth... )
Anyway, as the map is restricted to Pomarj and its really close areas, there won't be space for Iuz Empire! But maybe I can stick a few skeletons in...
Anyway, a 2nd Evil Empire will be provided (Ancient Suloise anyone?? )

Again, Knurl is too far away (Bone March, if I'm not mistaken...) to find a place in the scenario!
As for this mysterious wizard, you'll have to explain how important he is (a former character??)

Nope, I don't include them: for me it's no true RPG if you haven't got real people across the table, whom you can taunt and such! 
@Arthedain: thanks my friend, 2 of them will be excellent for the Elvish Cavalry and Archers!
Now if you can help me find the others...
