Public transit is incredibly busy too.
A lot of people live in a rather small area. The trains come every minute and they're still packed...
You sound like a complete moron saying it should be kept for going places other than work.
The 401 is already 20 lanes, adding a separate, parallel highway that's a tollway (so if you really need to get somewhere fast, and are willing to pay for it), it's not redundant...
The TTC (Toronto Public Transit body), handled 405,412,000 trips last year.

~13 cents a kilometer, depending on rush-hour and such.

There are other benefits to the road aside from being FAR less crowded (I drive it during rushhour down to the 401 and never dip below 80 km/h -- the 401 is gridlock at the same time for many kilometers).
The road is fully lit, which is awesome when you're driving at night like I usually do. It's way better in the winter, they have a huge fleet of snow vehicles to salt/plow/etc much faster and more efficiently than the public roads. They also have road-side assistance on the road for no additional cost to change a flat, tow you to a nearby service station, top up your tank, etc. Also, it's a cement highway so it doesn't need to be repaved nearly as often.

The stretch of the 401 I bypassed with the 407 is the busiest freeway/highway in North America.
