Its not my wet dream scenario at all - if high officials know they may be called to account either in office or after, if their travel is restricted, if they are embarrassed in office, that is good. It might make them think twice about actions which may be against international law. It might make them pay more attention to public and international opinion.

That's important with a government like the Bush Administration which acts like it thinks it can do whatever it damn well likes with no consequences. The other side of the coin is even if it just keeps a person like Rumsfeld out of your country that is not a bad outcome in itself. Many would argue that is a very good outcome.
