Ok, first - what operating system do you use, Hercules? WinXP has a nice feature - pressing "Prt Sc" button on the keyboard copies screen to the clipboard memory. One can then insert it into a graphic application.
I use "Irfanview" - freeware for home use, good capabilities for screenies. Cropping, resizing, reducing color depth - everything fast and easy. After that I save as bmp and open it in old good "Paint" from windows where I draw those blue proposals. Then save yet again, and make jpg version, preferably below 100 kB. you know...
Alternatively I have an application for screenshots. There is possibility to choose key combination for making a shot (I have - ctrl, shift, F11 - I recall) then save as bmp and go to Irfanview.
With practice everything lasts pretty fast. Though I have directdraw turned off in the ini file - this way color palette does not get replaced, if you recall before we had green color like gaians, and other stuff was ugly. Also, screen resolution gets retained - large bonus. I presently play 1400x1050. SMAC has a new "dimension" for me...
So this is about ini tweak making resolution work and no palette replacement.
And this is a link to a small application making faction graphics bug easy in handling. If you care to use it. I will humbly mention that it is my production and can be improved.

Easy way of cropping - adjusting the square. you know, apolyton asks for now more than 800 pixels wide graphics. I have 1400.
resizing - some good algorithms for keeping quality i think.
reduction to 256 color depth. jpg are smaller then
