OK, This will be a long post, by my standards. I'll try to make it as coherent as possible: This is what I think we should do with Helio, Memphis and Home:

The Tiles 6, 7, and 23 of Helio need to be irrigated asap, and the tile 8 of Helio will have to be irrigated at some point in the near future so that TMR can use the oasis. Helio will use the tiles 6, 7, and 23 to attain +5 fpt, and will be capable of 5 spt, and therefore will build nothing but workers, until the GA
The workers from Helio shall improve TMR. Both of the hills within the cultural borders of TMR, as well as one mountain, need to be mined and roaded, in that order TMR can reach 10 spt easily, and 20 spt in a GA. To sustain this, the Bonus grassland 89 of TMR, and the oasis (that will be used to power Helio), needs to be given to TMR.
To not waste worker turns re-mining the bonus grasslands, plains near Helio that have not yet been improved should be mined, so that the excess food can be transfered into shields without wasting what few worker turns we have. The river plains that have already been imprved will either be used by Helio to readh 5 spt, or by TMR to readh 10 spt.

The Tile 9 of Home should also be irrigated, and this tile can latter be given to Barrows nest, so that BN can use more of the mountains during the GA. Home will use this tile, and the Cow, to attain +5 fpt
Home will start at size 5, as will Memphis and Helio, and build a WC, taking two turns at 10 spt for both turns, and will be at +5 food per turn so that workers can also be completed in a timely fashion. Therefore Home will grow when the WC is complete. Home will then build two workers, and will finish the cycle back at size 5. As soon as the mountain and the two hills near home are complete, we will add workers to Home until Home is capable of build one WC every turn. The workers to do this will come from Home and Memphis.

Memphis is the easiest pump to manage. All that Memphis needs to do is to use the Fish, and to reach 5 spt, and can remain as a pump until the city 23 of Memphis is ready to take over pump duties. This may require building a barracks during the GA, so that the extra shields generated in the GA are used to build more military, or We could just build catapults instead to solidify our defense elsewhere. No changes to the terrain need to take place, apart from the roll back of the jungle and marsh.

After Home is improved, Barrows Nest requires bringing up to about 20 spt. This may not be feasible without the GA, but should be possible in the GA. It may be used to either build WC, or as a wonder prebuild, for leos, or Sistenes although UU will be a better place for the prebuild, as BN has a barracks (almost) and will be building troops to help the future war in the south sooner than UU shall be.
For this, the hills 76 and 33 need to be mined. One mountain can also be mined, and if this is used in conjunction with the irrigated bonus grassland 12, BN should attain 10 spt at size 5, will running a deficit of -1 fpt. To remedy this fooddificit, and still benefit from the GA, I suggest that the tile 99 (Tropical fruit on Jungle) be chopped and mined as soon as Home is at 20 spt or higher. I have not placed a great deal of thought into this part of the plan, so your help is of great use to the planning, like it always is

One problem that we do have, is that we don't have enough workers on getting all of our cities up to speed at the same time. This is why I think it is nessacery to focus on the towns that are both on rivers and next to highlands, thus allowing the them to reach 20 spt and size 7+, thereby helping to lower the amount of gold spent on upkeep.
Ergo, I suugest that 2 workers be allocated to roading the tiles near UU, so that when BN, TMR and Home have reached their idreal sizes and spt, the excess workers can pile in and quickly get UU up to its' ideal size as well. To do this, however, I fell that UU should change production to an aquaduct or prebuild. In a GA, UU should be capable of 20 spt or higher, at size 7. If larger sizes are possible, without UU going into disorder, a prebuild may be considered, for either the FP, or a wonder (preferably Sistines)
