Interesting strategy by the way, this is not the first time I've seen it but only now do I realize why people were giving other equal numbers of bases in previous rounds- as long as one of the allies survive, no one will go baseless.

Now, what happens when someone's fleet is destroyed and bases are conquered but is gifted a base? I'm going to rule that they can't recieve bases in such a situation.
