I have to suggest that your own rules disagree with this.

How would this be relevant in the least except if you kept your BPs after losing your bases?

Further, there's nothing in the rules anywhere talking about losing BPs when you lose your bases, any more than losing your ships when you lose your bases.

By capturing bases on the same turn, therefore having captured bases but no homebases?

I think the more important question is, when people got baseless before in this game (GO8 I mean), did they lose all their BPs? We'll have to work from that precedent or we'd have to redo half of the game.

True. But it needs to be explicitly stated from now on. (I have to argue that keeping BPs makes more sense, and losing specials; but it could go either way.) I still read that rule as only making sense if it applies with no bases at all - it seems too big of an exception to make just to let someone build ships a turn earlier (size 1 ships, in small quantity presumably)...

Snoopy: The 15 BP rule is forwhen you have captured but no home bases.

As for losing BPs when there are no bases at all, its in the rules under "Shields".

Past instances involving Vlad and Moron did have BPs zeroed as well. Last night I was obviously not fully awake.

I shall produce definitive Rules for GO 9 and the matter will be settled. One rule shall be "The GM has final say"

I shall be stripping out some over-complicated fluff too. Repair will be eliminated, meaning damaged ships are restored to full health immediately and for free as that means less work for the GM, etc.

The robots quit so they could install stairs in everyone's houses, so we're back to monkeys... in space for delivery of orders. Not to mention the ninjas. We're in the process of a selective breeding program to mate the ninjas with the monkeys. Or we could just, you know, give the typewriters to the ninjas.
