Yeah, I really trust people who claim that the chances of a collision are "one in a trillion". From what I can see of the intended flight path, the chances of a collision are more like 1 in 10000 to 1 in 20000 or so. It's unacceptable to keep hundreds of people working in that situation.

And BTW it's private companies pulling their people out. Our government didn't tell them they had to go; they decided themselves that the risk was unacceptable.

As far as I know, not a single person in the uninvolved public has been hurt from debris from an American suborbital/orbital rocket in the history of post-war rocketry.

a) How many flights do you think there have been? Probably something on the order of 5 000 (complete guess, but seems reasonable)

b) Most of the time the paths are over open ocean. This time they're sending it too close for comfort to a set of oil platforms. Think maybe the risk is increased?

The solution is simple: instead of capping the wells and evacuating, the American military provides us with 200 officers, all Col. and above who will be willing to man the platform during the test to keep things running. If the rocket does hit, the US military pays all cleanup costs and lost revenue.

Hell, 9999 times out of 10000 everything will be fine, right?

It's not a "missile" as that is commonly understood to include a bomb on the end of it. Rather, it is a Titan IV space launcher from Cape Canaveral in Florida that is to put a classified payload into a highly inclined orbit.
