In liberal arts (US), a masters means either 1) the person is teaching high school or 2) They couldn't make it through the PhD program and this is the consolation prize.
either way...
In non-liberal arts fields, a masters is more meaningful, of course, and in some cases a worthwhile end in itself.

in physics a masters is about 2 years of classes
a PHD is then ~3 years of research ontop of that
most people do not end on a masters (in fact, the programs won't accept you unless you are going for your PHD)
