The Germans have no sense of timing.

We probably could beat the Frenchies in a conventional war, since our army is still more like a Cold War era army with thousands of Leopard tanks whereas the French try to reorganzie their army to be capable to make interventions outside of Europe. Though, it has to be a really fast Blitz this time, they have the bomb after all.

And I'm pretty sure, that Bush would discover his deep love for France if we were on the verge of creating the 4th Reich.

I am lost; a no cost position for the US and the large spending of French money is not good for you. What would you want? It seems that you did not understand that ITER is a fundamental research project expected to last for 30 years or more.

The greatest uncertainty is demographic. Presently the German demography is not dynamic enough to keep the to-day level. If this is not corrected we could see in 30 years the two countries with the same population.

All I'm saying is that if it's to be built in France, it will be mostly by French money. If it's to be built in Japan, it will be mostly by Japanese money. The EU doesn't have anything to do with it from the US perspective, other than the fact that France is part of the EU. In either event, the US monetary contribution will be modest and any backlash from the EU besides France for our support of Japan will be modest, because the EU understands this to be French-driven. Our scientists can make it to Japan from the West coast just as easily as they can make it to France from the East cost. Since this is fundamental research, we will get the results no matter how much we pay or where we spend the money. France and Japan won't get any more results by virtue of being the host country and spending all of this money.

So we will support our closer ally -- Japan. They want it badly and have put together a nice package not inferior to France's. Japan is also a much bigger country and has more scientific, economic and political clout than does France. We know where our bread is buttered.

This is not really convincing. In fact, the only convincing explanation of the US attitude on ITER, is that the US wants to sabotage the ITER project because they aim at developing alone the fusion energy. They were honest in withdrawing from the project for this reason in 1998. There coming back in 2002 was only motivated by their desire to slow or stop the project, particularly now that China is participating.

The EU has now a deep experience of cooperative associations; the US think that nothing of value can be shared with others. One could anticipate that the next association for a project, whatever it is, will build some protection against predatory associates.

Let's not get sidetracked on the ITER. I think that the fact that participation is going on, at all, is disgraceful. In the current scope of the project, each one of the countries could pull it off alone just fine. ( China, Japan, EU, US)

While true, this is basic research. A public good. If everyone can defray a portion of the cost for it, then that's attractive. "Competition" on basic research is silly.
