Maybe because they are the default choice when you start the program for the first time ? The same goes for CyCon in SMAX.
Edit : that was a lousy answer. I guess that since they are default, most people learn to play them well, and hesitates to change to others. When they do, they more or less has to start all over with the new factions peculiarites.
Both Gaians and CyCons are pretty easy factions as long as you don't start to fiddle with SE (wich isn't your first choice trying to learn this goddamn program ) Well, when you start to fiddle with SE, both Gaians and CyCon are extremely strong factions witch discourages playing others where you get your azs kicked a lot before you know how to play them.
Maybe SMAX II should have the lousiest faction as default so people will enjoy changing to others ?

Now easy - after all you has at last seen the light. Just a single disagreement - UoP isn't the best choice - gaian or CyCon is better.
Just repeat after me - Gaian and CyCon is the winner ...

I think I'll start by mentioning that a majority of my games have me leading the University of Planet, against the other six original factions. I've personally found research to be of importance ever since I've first played the game years ago, although that could just be my finding advances technology to be really cool.
I guess my next favorite factions, in some order, would be the Morganites, CyCon, Gaians, Usurpers, and Peacekeepers, for various reasons. (that were enough for me to include them, along with the University, in my voting for favorite factions in this thread.)

Actually, I've been quite impressed with the Gaian ICS. You can break the 3rd or 4th B-limit and still keep the B-drones in managable numbers through Gaian efficiency. Additionally, if you pour all your efforts into getting the PTS then you have several advantages over other factions. Due to a likelihood of an early game planned/wealth you will almost certainly have more bases than other players but the +2 fungnutrients allows you to keep your PTS 3 pop from starving. I've had populations of 80 by 2150 vs the CPU and have just stopped right there as I know exactly what the rest of the game holds.

What you want to say is:
"Negative efficiency is treated as 0 efficiency for the Expansion drones"
What you said is:
'If you have -2 EFFIC, your Expansion limit will be at most as small as everyone else's."
