That would be the way I want it! A sunk cost as we economists would call it... What's the point if the trade-off is not there and you can (momentarily) have any ability you need?
It's just that I seem to remember having done it... Easy enough to check next time...

You can do it in the very beginning. During character creation you start off with a skill in handguns which you can downgrade. That's it though AFAIK.

Yeah, the biggest problem with the game is that your upgrades aren't balanced at all. In each slot, there is usually one choice that is clearly better.

Another example is spoiler(highlight to read): healing any damage you receive versus getting less damage from radiation. Why would anyone choose to receive less damage - useful in only a fraction of situations rather than healing from anything?

I've often wondered if there was anybody who'd ever taken the 'other' option in this case. Other than accidentally of course.

In the radiation-flooded room in Paris, for instance, even with this upgrade going my character died very very quickly. With the health upgrade going, he lasted much much longer - and this was in a specific situation where the first upgrade should have been much better.

spoiler(highlight to read): With a fully upgraded environmental protection you don't take any damage in that room at 20 unit/minute. Regeneration costs 120 units/minute.

The per minute aug cost though can be greatly reduced with another aug.
Additionally you need the former fully upgraded.
CR: Gunther is immortal at that point. Bots and troopers aren't though.
You can take them out and run away from Hermann, jumping over the barricades somehow, but it can screw the game up as you aren't 'supposed' to be able to do that.
AFAIK Paul is immortal everywhere.

Hm...
First mission in Hong Kong... I've wiped the place clean and I've entered Flight Control deck 1...
Only to find a locked "plate" I have to open and I'm out of lock-picks...
